rashtriya krishi vikas yojana (rkvy) 2023: Agriculture and Allied Sector Rejuvenation (RAFTAAR) aims to make agriculture a profitable economic activity by strengthening farmers’ efforts, reducing risk and promoting agri-business entrepreneurship.

Basic Features of National Agriculture Development Plan 2023

- To bring about quantitative changes in production and productivity by holistically addressing various components of agriculture and allied sectors.
National Agricultural Development Scheme 2023 Benefits
To strengthen farmers’ efforts through creation of necessary pre- and post-harvest agro-infrastructure that increases access to quality inputs, storage, market facilities etc.
- To provide autonomy and flexibility to states to plan and implement schemes according to local/farmer needs.
- To promote production models linked to value chain addition that will help farmers increase their income and encourage production/productivity.
- To reduce farmers’ risk by focusing on additional income generating activities like integrated farming, mushroom cultivation, beekeeping, aromatic plant cultivation, floriculture etc.
- Empowering youth through skill development, innovation and agro-entrepreneurship based agribusiness models that attract them to agriculture.
National Agricultural Development Scheme 2023 Eligibility
RKVY will be a state plan scheme. Eligibility for assistance under the scheme will be based on the amount provided in the state plan budget over and above the baseline percentage expenditure incurred by the state governments for agriculture and allied sectors.
The list of allied sectors indicated by the Planning Commission shall be the basis for determining the sectoral expenditure:
- Crop husbandry (including horticulture).
- Animal Husbandry and Fisheries, Dairy Development.
- Agricultural Research and Education.
- Forestry and Wildlife.
- Plantation and Agricultural Marketing.
- Food storage and warehousing.
- Land and Water Conservation.
- Agricultural Financial Institutions.
- Other agricultural programs and cooperation.
Each State shall ensure that the baseline share of agriculture in its total State Plan expenditure (excluding assistance under RKVY) is maintained as a minimum, and in so doing, it will be able to utilize RKVY funds. The baseline will be the moving average and after deducting the funds already received, the average of the previous three years will be taken into account for determining the eligibility under RKVY.

Excludes National Agricultural Development Scheme 2023
List of projects/activities not to be funded under RKVY-RAFTAAR
- Creation/topping of any type of revolving fund/corpus fund.
- Expenditure on maintenance of assets or any such recurring expenditure.
- Expenditure towards salary, transport, traveling allowance (TA), daily allowance (DA) of permanent/semi-permanent employees. However, expenditure on recruitment of manpower on outsourcing/contract basis may be met within 2% allocation for administrative expenditure with the approval of SLSC.
- Expenditure towards POL (Petrol, Oil, Lubricants).
- Financing the level of State share and/or subsidy in respect of other Central/State schemes
- Foreign visits/tours including farmer study tours abroad;
- purchase of vehicles;
- granting any type of debt waiver, interest relief, payment of insurance premiums, compensation to farmers and credit for disaster relief expenses; Additional bonuses over and above the Minimum Support Price (MSP).
Rashtriya Krishi Vikas Yojana 2023 Application Process Offline
Proposals can be submitted either directly to the states or to the SFAC at the national level. In either case, the NLA or the State Government will scrutinize the project proposal from the point of view of conformity with the priorities and objectives of the State and the general framework of RKVY-RAFTAAR. If deemed appropriate, the proposal will be forwarded to the SLSC under the Chairmanship of the Chief Secretary for consideration. Based on the approval of SLSC, the project will be rolled out after an agreement is reached between the state government and the project promoter.
